.SEOUL, South Korea — Across Korea, community-based self-reliance centers are providing low-income individuals with opportunities to gain work experience, develop practical skills, and build pathways toward economic independence.
These centers, known as regional self-reliance centers, function as both workplaces and learning environments—supporting participants in strengthening their capacity for long-term self-sufficiency.
A Nationwide System Supporting Self-Reliance
Korea’s self-reliance programs operate through approximately 250 regional centers and more than 3,000 affiliated work units nationwide. Participants engage in a wide range of industries, including cafés, restaurants, cleaning services, laundry, logistics, agriculture, horticulture, and small-scale manufacturing.
Through these programs, individuals earn income while gaining hands-on experience. In addition, they receive access to healthcare, housing, financial support, and educational programs designed to prepare them for independent living.
However, many participants and social workers lack formal training in business operations, management, and marketing—posing challenges in sustaining and growing these initiatives. As a result, structured consulting and management support have become essential components in strengthening the long-term viability of these programs.






Field-Based Consulting and Practical Support
K-MIRACLE Co., Ltd. (formerly Hera World) participated as both an evaluation committee member and consultant in management support initiatives, delivering field-based consulting tailored to the needs of participants.
Through a collaboration with the Seoul Metropolitan Self-Reliance Center, K-MIRACLE provided consulting support to café-based work units. The program aimed to enhance participants’ operational capabilities and provide real-world business experience as a foundation for self-reliance and growth.
Participants who achieve certain performance benchmarks may also qualify for support in launching independent businesses, creating a pathway toward entrepreneurship.
Challenges on the Ground
At the operational level, participants often face practical constraints, including limited budgets, lack of market insights, and insufficient strategic planning.
Some participants expressed difficulties such as:
- Securing suitable locations within budget constraints
- Attracting customers due to limited understanding of local markets
- Maintaining confidence amid repeated operational challenges
- Limited knowledge of marketing and digital promotion tools
Despite these challenges, participants demonstrate strong motivation to learn and work, highlighting the importance of structured, hands-on support systems.
Measurable Growth Through Experience
Rather than focusing solely on theoretical instruction, K-MIRACLE emphasized experiential learning—enabling participants to directly engage in store operations, customer management, menu development, and marketing activities.
Following the consulting program, participants began to operate their businesses with increased confidence, actively engage with customers, and implement improvements in areas such as menu planning, sales tracking, and customer feedback.
While financial performance showed gradual improvement, the most significant transformation was reflected in participants’ mindset and approach. Increased initiative, collaboration, and problem-solving capabilities emerged as key indicators of progress.
Toward a Sustainable Model of Self-Reliance
These programs demonstrate the importance of integrating work and learning as a pathway to self-reliance. Continued support—through tailored education, ongoing consulting, and structured pathways to entrepreneurship—will be critical in expanding these opportunities to a broader population.
Experts emphasize that strengthening systems which reflect on-the-ground needs and experiences will be essential in building sustainable models for economic inclusion and social development.
