In today’s policy discourse, self-reliance is often framed as a matter of personal determination—something achievable through greater effort, more education, or simply enduring hardship a little longer. It is a narrative that places responsibility squarely on the individual.

Yet, the reality observed on the ground tells a far more complex story.

Across diverse segments of society—including recipients of basic livelihood support, near-poverty households, single-parent families, women experiencing career interruptions, youth and the elderly, persons with disabilities, and multicultural or migrant communities—the barriers to self-reliance are neither isolated nor simplistic. They cannot be reduced to a lack of willpower, nor solely attributed to gaps in institutional frameworks.

Indeed, a wide range of welfare systems and public support mechanisms exist at both national and local levels. However, the persistence of structural challenges reveals a deeper issue: a critical disconnect between policy design and real-world implementation.

This gap manifests in multiple ways—limited access to actionable information, insufficient acquisition of practical skills, and perhaps most critically, an overwhelming uncertainty among individuals about where and how to begin their path toward independence.

The purpose of highlighting this reality is not to assign blame, but to reframe the conversation.

Self-reliance must be understood not as an isolated personal endeavor, but as a shared societal objective. It requires coordinated effort, cross-sector collaboration, and the creation of accessible pathways that empower individuals with clarity, capability, and confidence.

Only by bridging the divide between systems and lived experience can we begin to unlock sustainable, inclusive growth—together.
